Map 3 shows dramatic shifts underway in Charlotte-Mecklenburg schools. The first two frames indicate that, during the days of court-ordered desegregation, black and white students were evenly distributed across elementary schools. But the final frame illustrates the relationship between the end of court-ordered desegregation, the adoption of a new student assignment policy prioritizing neighborhood schools, and sharp racial imbalances across elementary schools. It also indicates that black and Latino students are increasingly attending schools together, a trend that bears close watching as stakeholders consider the opportunities and challenges linked to educating two historically underserved groups together.
