Abstract

This report presents a programmatic evaluation of the Richmond Resilience Initiative (RRI), a guaranteed income program designed to support economic stability among Richmond Residents experiencing financial hardship. The evaluation focuses on participants in Cohort Two and Cohort Three, examining program impacts over the two-year periods during which participants received cash transfers. Guaranteed income (GI), the provision of recurring, unconditional cash transfers, has grown in popularity as a significant policy innovation for addressing economic insecurity and inequality in the United States.
