One Girl Scout, Elsie Harris, presents a bouquet of flowers to Violet McDougall Pollard, wife of Virginia Governor John Garland Pollard. Eleven other Girl Scouts look on. All appear to be white. A Black individual is visible from the chin-up standing behind the Girl Scouts.
