Abstract
The City of Richmond has experienced an imbalance within the current special event permitting process for the Department of Parks, Recreation, and Community Facilities. Park users are not reporting sizeable events being held within the James River Park System, which has caused concern pertaining to environmental and societal impacts. The current permitting process lacks depth and clarity that could be solved by beginning with expanding park user data. This gap of data is the missing piece for the City to be able to make informed future decisions based on a wide array of stakeholder input and tangible visitor use metrics.
