This reel of police surveillance footage is of a protest march in downtown Richmond, around the area of the Carpenter Theatre on N 6th Street between Grace Street and Broad Street, on December 16, 18, and 19. A sign carried in other footage of this march (see Reels #1 and #3) reads "Sgt. Peppers Peace March," likely in reference to the album Sgt. Pepper's Lonely Hearts Club Band which was released by The Beatles in May of 1967. The protest was in opposition to the Vietnam War. This appears to be a group of racially diverse participants.

00:00:09 Footage begins. Slightly blurry footage of a single file line of protestors holding signs, marching from the left to the right of the frame. Other pedestrians walk alongside their line. The signs being carried read: "Sgt. Peppers Peace March", "Only 9 More Bombing Days til Christmas", "All You Need Is Love", "With Our We Could Save The World, George Harrison", "Peace On Earth, Goodwill To Men", "What kind of Christmas will THEY have?" with an unidentified image.
00:00:19 The footage cuts to the front of the line of marchers, the footage is zoomed in and blurry. Mannequins can be seen in a storefront in the background, as well as cars driving by.
00:00:32 Footage of a clock, pointing to 4:10.
00:00:34 Footage of a street sign that reads "N Sixth St" with a building in the background with the sign "Franklin Federal". A "Don't Walk" crosswalk light is also visible.
00:00:36 Footage of the marchers. They wait at a crosswalk, then begin walking. The footage is quite dark and it is hard to distinguish faces. The footage eventually is too dark to decipher.
00:01:12 Footage of a piece of paper with "Saturday 12-16-67" written on it.

00:01:30 Footage resumes, zoomed in footage of a crosswalk sign which reads "Walk," and a bus driving by in the background. Then marchers appear, with the "Sgt. Peppers Peace March" being held first.
